Skills or Certificates?

The other day I was browsing jobs on Craigslist and saw one that required a bachelor’s degree. Lazily I clicked back immediately. But, normally I would have emailed them and asked them how they felt about all the skilled and talented web developers they were scaring away simply by requiring such a useless piece of paper. Honestly, what should the criteria be for these jobs? Teamwork? Dedication? Knowing how to code or having a piece of paper that says you know how to code?
